Escrow Account Modification and One-Time Surcharge
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Public Service Commission is considering a petition filed by the River Road Water District seeking authorization to increase the maximum balance of its Escrow Account and the associated surcharge, and to implement a one-time surcharge.
Statutory authority:
Public Service Law, sections 4(1), 5(1)(f), 89-c(1), (3), (10)(a), (b) and (f)
Subject:
Escrow account modification and one-time surcharge.
Purpose:
To determine whether the Company's proposed changes to its Escrow Account and a one time surcharge is in the public interest.
Substance of proposed rule:
The Public Service Commission (Commission) is considering a petition filed on June 8, 2020 by the River Road Water District (the Company), requesting authorization to: (1) increase the maximum balance of its Escrow Account from $4,000 to $8,000; (2) increase the maximum surcharge of its Escrow Account from $50 semi-annually to $100 semi-annually; and (3) implement a one-time surcharge of $137.48 per customer to recover a repair expense of $1,100. The Company currently serves eight customers.
