Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. NOTICE OF PUBLIC HEARING
Susquehanna River Basin Commission
SUMMARY: The Susquehanna River Basin Commission will hold a public hearing on February 6, 2014, in Harrisburg, Pennsylvania. At this public hearing, the Commission will hear testimony on the projects listed in the Supplementary Information section of this notice. Such projects are intended to be scheduled for Commission action at its next business meeting, tentatively scheduled for March 6, 2014, which will be noticed separately. The public should take note that this public hearing will be the only opportunity to offer oral comment to the Commission for the listed projects. The deadline for the submission of written comments is February 18, 2014.
DATES: The public hearing will convene on February 6, 2014, at 2:30 p.m. The public hearing will end at 5:00 p.m. or at the conclusion of public testimony, whichever is sooner. The deadline for the submission of written comments is February 18, 2014.

Opportunity to Appear and Comment:
Interested parties may appear at the hearing to offer comments to the Commission on any project listed below. The presiding officer reserves the right to limit oral statements in the interest of time and to otherwise control the course of the hearing. Ground rules will be posted on the Commission’s web site, www.srbc.net, prior to the hearing for review. The presiding officer reserves the right to modify or supplement such rules at the hearing. Written comments on any project listed below may also be mailed to Mr. Richard Cairo, General Counsel, Susquehanna River Basin Commission, 4423 North Front Street, Harrisburg, Pa. 17110-1788, or submitted electronically through http://www.srbc.net/pubinfo/publicparticipation.htm. Notice of Referendum Vote on the Proposed Issuance of the Grape Research and Development Program, pursuant to Article 25 of the Agriculture and Markets Law and Part 200 of Title One of the Official Compilation of Codes, Rules and Regulations of the State of New YorkCOMMISSIONER'S DETERMINATION AND NOTICE OF REFERENDUM
TO: NEW YORK STATE PRODUCERS Who Produced Grapes for Processing into Juice or Wine during the 2013 Marketing Season
PLEASE TAKE NOTICE OF A REFERENDUM VOTE to be conducted by the Commissioner of Agriculture and Markets of the State of New York, pursuant to Agriculture and Markets Law section 294(2), on the question of whether the Grape Research and Development Program ("the proposed Program") should be adopted and issued. Ballots must be received by the Department or postmarked by the U.S. Postal Service not later than February 28, 2014.
A petition was received from grape producers requesting that I initiate the procedural steps required to conduct a referendum vote by producers on the issuance of the proposed Program. Public hearings on the proposed Program were held on June 4, 2013 and June 5, 2013 in Portland, New York; on June 5, 2013 in Geneva, New York; and on June 26, 2013 in Riverhead, New York and Highland, New York. I find upon the testimony given at those hearings the existence of conditions referred to in section 292 of the Agriculture and Markets Law which result in an unreasonable and unnecessary economic waste with respect to the agricultural commodities covered by the hearing notice and that the declared public policy of such section should be effectuated. Pursuant to Title One of the Official Compilation of Codes, Rules and Regulations section 200.6, I am therefore submitting the proposed Program to a referendum vote as provided in Agriculture and Markets Law section 294(2).
Pursuant to section 294(2) of the Agriculture and Markets Law, the proposed Program may be issued upon:
(i) approval of not less than sixty-six and two-thirds per centum of the producers participating in such referendum; or
(ii) approval of not less than Sixty-Ave per centum of the producers participating in such referendum, and having marketed not less than fifty-one per centum of the total quantity of grapes which were marketed in the 2013 marketing season by all producers that voted in the referendum, or
(iii) approval of not less than fifty-one per centum of the producers participating in such referendum and having marketed not less than sixty-five per centum of the total quantity of grapes which were marketed in the 2013 marketing season by all producers that voted in the referendum.
Any person engaged within New York State in the business of producing, or causing to be produced, grapes for processing into juice or wine during the 2013 marketing season is eligible to vote. "Person", in this case, means any individual, firm, corporation, partnership, company, or unincorporated association. Note, however, that if a producer is composed of more than one individual (for example, a partnership or corporation), only one vote may be cast for that producer.
Copies of the proposed Program may be examined by any person interested at the Division of Agricultural Development at 10B Airline Dr., Albany, NY 12235, (518) 457-7076, and copies of the proposed Program may be obtained from such Division upon request.
PLEASE TAKE FURTHER NOTICE that the results of the referendum vote will be publicly announced after the referendum has been completed and the votes tallied.
