*1 On February 28, 2017, upon reconsideration, the SBA withdrew the December 2, 2016, letter declining to admit Petitioner to the 8(a) Business Development Program. By motion this date, unopposed by Petitioner, the SBA moves to dismiss Petitioner's appeal as moot.
