ORDER DISMISSING APPEAL

*1 On February 14, 2017, the U.S. Army Contracting Command — Redstone (Army) issued Task Order Request for Quotations (TORFQ) 2015P-06 for “Security Assistance Management Directorate (SAMD) Programmatic Support”. The TORFQ contemplated the award of a task order under a group of blanket purchase agreements. The Contracting Officer (CO) set aside the task order entirely for small businesses, and assigned North American Industry Classification System (NAICS) code 541330, Engineering Services.
*1 On February 17, 2017, Delta Solutions and Strategies, LLC (Appellant) filed the instant NAICS appeal with the U.S. Small Business Administration Office of Hearings and Appeals (OHA). Appellant contends that NAICS code 541611, Administrative Management and General Management Consulting Services, should have been selected because the task order will require “strategic process improvement, financial planning and budgeting, database management, and logistics.” (Appeal at 2.) On March 16, 2017, the CO cancelled TORFQ 2015P-06 in its entirety “due to the Army re-assessing the requirement.” (Amendment 002, at 1.)
*1 OHA has consistently held that cancellation of a solicitation eliminates the need for a review and decision on the selection of a NAICS code. E.g., NAICS Appeal of Noble Supply & Logistics, SBA No. NAICS-5784 (2016); NAICS Appeal of Bridges Systems Integration LLC, SBA No. NAICS-5590 (2014). The instant appeal has therefore become moot and must be dismissed. 13 C.F.R. § 134.318(c).
*1 Accordingly, I DISMISS the appeal. This is the final decision of the Small Business Administration. See 13 C.F.R. § 134.316(d).
