NAICS APPEAL OF: CRANEWORKS, INC., APPELLANT

*1 On January 9, 2024, the U.S. Department of The Army, Mission and Installation Contracting Command, issued Request for Quotations (RFQ) No. W911SD24R0048, seeking a contractor to provide “annual inspections to include Preventative Maintenance Inspections - and - Load Testing on various lifting devices”. (RFQ, at 5.) The Contracting Officer (CO) set aside the procurement entirely for small businesses and assigned North American Industry Classification System (NAICS) code 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a corresponding $12.5 million size standard.

*1 On January 16, 2024, Craneworks, Inc. (Appellant) filed the instant appeal with the U.S. Small Business Administration (SBA) Office of Hearings and Appeals (OHA). Also on January 16, 2024, The CO confirmed that he changed the NAICS code to RFQ No. W911SD24R0048 to NAICS code 811310, Appellant's desired NAICS code designation. (E-mail from J.
