§ 4401. Countersigning warrants for payment of appropriations

From and after the passage of this act all warrants for the payment of appropriations of moneys from the state treasury that are not drawn by the auditor general in pursuance of the provisions of the act, entitled “An act to amend and consolidate the several acts relating to the settlement of the public accounts and the payment of the public moneys, and for other purposes,” approved the thirtieth day of March, Anno Domini one thousand eight hundred and eleven,1 shall be presented to the auditor general to be charged and countersigned by him before the same shall be paid by the state treasurer, and all such warrants issued after the passage of this act that are not so charged and countersigned shall be declared illegal and void, and the state treasurer is prohibited from paying the same.
