For the purpose of paying for the clerical services, postage and other necessary expenses incurred by the Adjutant General in the administration of this act, the sum of five hundred thousand dollars ($500,000), or as much thereof as may be necessary, is specifically appropriated to the Department of Military Affairs from funds to be hereafter provided for the payment of compensation provided for by this act.
