§ 431. All vessels over seventy-five tons burthen to report to port wardens; all proceedings for neglect to be by capias
All vessels over seventy-five tons burthen shall, within twenty-four hours after arrival at the port of Philadelphia, report and register at the office of the board of wardens1 for said port; and all proceedings for neglect to obey the harbor regulations, as at present existing, shall be held before any justice of the peace2 or alderman of the city of Philadelphia; and the proceedings for the enforcement of penalties, in all cases, shall be commenced by capias; all laws, or parts of laws, inconsistent with these laws, are hereby repealed.
