Currentness
(a) It is hereby declared that a serious public emergency exists affecting and threatening the health, safety, welfare and comfort of the people of the Commonwealth by reason of the acute shortage of dwelling accommodations for returning veterans of World War II and their families.
(b) The existence of such emergency requires that immediate measures be taken to provide temporary emergency housing accommodations for such veterans and their families, even though it is recognized that the housing facilities acquired for such purposes will not meet the requirements of permanent housing.
