§ 2. Admission of persons for treatment
This hospital shall be specially devoted to the reception, care, and treatment of injured persons, and that, in the order of admission, this class shall have precedence over paying patients: Provided, That any patients, except those suffering from a contagious disease, may be received, cared for, and treated, whenever the facilities of the hospital are sufficient to accommodate such patients.
