§ 755.6. Powers and duties of the Environmental Quality Board
(a) The Environmental Quality Board1 shall have the power and its duties shall be to adopt rules and regulations to accomplish the purposes of this act, including but not limited to the setting of a uniform interest rate to be applied to loans administered under this act. Such interest rate shall be established at three percent (3%) annually.
(b) Such rules and regulations shall be adopted pursuant to the provisions of the act of July 31, 1968 (P.L. 769, No. 240), known as the “Commonwealth Documents Law,”2 upon such notice and after such public hearings as the Environmental Quality Board deems appropriate.
