§ 3701. County commissioners to establish
The county commissioners are hereby empowered to establish, in the office of the county controller, the lot and block system for the registration of land titles, for the accumulation of county tax liens, and for the enumeration of the parcels of real estate to be assessed for county, city, borough, township, school and institution district taxation.
