§ 12642. Members to have charge of property and affairs
The members shall have entire charge of the “Authority's” property and affairs, and shall, for the purpose of doing business, constitute a board, but no action of the board shall be binding unless a majority of the members of the “Authority” shall vote in favor thereof.
