43 P.S. § 213.15
§ 213.15. Injunctions
Any person adversely affected by reason of a violation of the provisions of this act may file an action in the court of common pleas of the county in which such violation occurs to restrain and enjoin such violation and to compel the performance of duties imposed by this act.
