§ 12584. Indebtedness required to be submitted to electors; ordinance for submission
Whenever the council shall by ordinance authorize new debt to be incurred or an increase of indebtedness, in an amount requiring the consent of the electors at a public election, and whenever the council shall, in its discretion, desire to procure the consent of the electors to a new debt or an increase of indebtedness, the ordinance authorizing such new debt to be incurred or such increase of indebtedness shall fix the date for holding such public election, and shall provide that the authority to incur such new debt or to increase indebtedness, as therein contained, shall not be effective unless the electors shall give their consent thereto at such public election.
