§ 22221. Legislative powers vested in council; number of councilmen; meetings
The legislative power of cities of the second class shall be vested in one body, which shall be known as The Council, and which shall consist of not less than five members, and an additional member for each seventy-five thousand inhabitants over two hundred thousand, as shown by the last preceding United States decennial census, up to five hundred thousand. Said persons to be chosen in the manner and for the terms hereinafter set forth, and the said council shall, by ordinance, regulate their times and days of meeting and the mode of calling the same.
