§ 13105. Organization of commission; framing of proposed new charter
The mayor of the city shall call a meeting of the members of the charter commission so appointed within thirty days after their appointment, to be held at a time and place fixed by him in his call, and at such meeting the commission shall organize by selecting from their number a chairman and a secretary, adopt rules to govern its proceedings and proceed to frame a new charter for the government of such city. All meetings of the commission shall be open to the public, except when the commission may desire an executive session. All actions of the commission shall be by a majority vote of all members.
