Except as provided in section one of the act, approved the twenty-first day of May, one thousand nine hundred forty-three (Pamphlet Laws, four hundred ninety-two),¹ providing for the relaxation of civil service requirements during the war emergency and six months thereafter, all other acts and parts of acts inconsistent with this act are hereby repealed.

It is the purpose of this act to furnish a complete and exclusive system for the appointment, promotion, reduction, or suspension or removal of operators of fire apparatus in every borough, incorporated town and township of the first class within the Commonwealth which maintains fire apparatus.
