§ 22504. Rules and regulations
Each department shall have power to prescribe rules and regulations, not inconsistent with any law or ordinance or with the provisions of article one1 hereof, for its own government; regulating the conduct of its officers, clerks, and employés, the distribution and performance of its business, and the custody, use, and preservation of the books, records, papers, and property under its control.
