§ 13104. Vacancies
Any vacancy in the membership of the commission caused by death, resignation, removal from the city or otherwise shall be filled by the remaining members of the commission by appointing as a member of the commission a registered elector of the city enrolled in the same political party as the member whom such appointee shall succeed.
