§ 22232. Sessions of council and committees to be public; passage of ordinances and resolutions
All sessions of the council, and of all committees and sub-committees thereof, shall be public. No ordinance or resolution shall be passed finally on the day of its introduction, except in case of public emergency, and then only when requested by the mayor and approved by the affirmative votes of all of the members of council present.
