§ 102. Necessary laws authorized
That the said United States of America is hereby empowered to pass such laws as it may deem necessary to the acquisition of land in Pennsylvania, as hereinbefore provided, and for incorporation of such land into said National Forest Reserves, as in the opinion of the Federal Government may be needed for this purpose.
