§ 12684. Effective date of Article XVII
Article seventeen, relating to finance, shall go into effect one month after the approval of this act. All matters and things therein required to be done by the council shall, until the first Monday of January, one thousand nine hundred and twenty, be done by the council or councils now in office, but the detailed consideration of the financial program may be delegated to a committee of such council or councils.
