§ 1866. When agreement shall take effect
VI. This agreement shall become binding upon the two states when ratified by the legislatures thereof, respectively, and when confirmed by the Congress of the United States. In witness whereof the said commissioners have hereunto set their hands and seals, in duplicate, the twenty-sixth day of March, 1886, aforesaid:
