Commencing at a point on State highway route number two hundred and forty-six1 at Leesburg in Mercer County; thence southwestwardly to a point on the Mercer-Lawrence county line, to the borough of Volant; thence southwardly to the village of Eastbrook; thence over State-aid road into New Castle, Lawrence County.
