§ 2313. Issuance of license
(a) Time limit.--Except as provided in section 1104(a),1 within 60 days after the receipt of a complete application, the department shall issue a license or refuse to issue or renew a license as provided for by section 501.2 Upon receipt of an application for license, the department shall conduct such investigation as it deems necessary to determine that the applicant and its officers and principals meet the requirements of section 304.
(b) Appeal of denial.--If the department refuses to issue or renew a license, it shall notify the applicant, in writing, of the denial and the reason therefor and of the applicant's right to appeal the denial in accordance with 2 Pa.C.S. (relating to administrative law and procedure).
