§ 134. Forfeiture for taking illegal fees
If any officer, while in office, shall charge or demand any fee, for any service, other than the fee provided by law, and shall, after ten days' notice in writing, refuse to pay the overcharge to the person entitled thereto, such officer shall forfeit and pay to the party injured fifty dollars ($50.00), to be recovered as debts of like amount are now by law recoverable.
