Hereafter said “Smull's Legislative Hand Book and Manual of the State of Pennsylvania” shall be edited, compiled, published, and distributed by the officer or officers by law charged with the editing, procurement, and distribution of public documents, and each issue thereof shall be copyrighted by such officer in the name of the Commonwealth.
