On or before March first of each year, the Interstate Legislative Reference Bureau shall furnish to the Auditor General a printed accounting containing an itemized summary of receipts and expenditures for its preceding fiscal year, verified by oath or affirmation, accompanied by a verified copy of a report by one or more certified public accountants. Upon failure to file such accounting, the financial support hereby granted shall be withdrawn.
