The purpose of this chapter is to expand the coordination of the resources within the unified system and to enhance the leadership of the workforce development system, particularly with reference to the resources under the control and direction of the participating agencies. This grant program shall be agile, flexible and responsive to the immediate and long-term training needs of job seekers, private businesses and the workforce regions of the Commonwealth. The coordination and leveraging of resources within the workforce development system is crucial to the effective delivery of services to the employers and residents of this Commonwealth.
