SECTION 1. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature,² from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Ten Million Dollars ($10,000,000.00) or so much thereof as may be necessary to establish a grant program with Southwestern Oklahoma State University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 2. There is hereby appropriated to the Health Care Workforce Development Revolving Fund from any monies not otherwise appropriated from the Statewide Recovery Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of One Million Seven Hundred Eighty Thousand Dollars ($1,780,000.00) or so much thereof as may be necessary to establish a grant program with Murray State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 3. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Six Hundred Thirty-four Thousand Eight Hundred Fifty Dollars ($634,850.00) or so much thereof as may be necessary to establish a grant program with Moore Norman Technology Center for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 4. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Nine Million Seven Hundred Sixty-nine Thousand Six Hundred Eighty-nine Dollars ($9,769,689.00) or so much thereof as may be necessary to establish a grant program with Oklahoma City Community College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 5. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Eight Million Eight Hundred Forty-nine Thousand Two Hundred Twenty-three Dollars ($8,849,223.00) or so much thereof as may be necessary to establish a grant program with Tulsa Community College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 6. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Nine Million Four Hundred Sixty-four Thousand Seven Hundred Ten Dollars ($9,464,710.00) or so much thereof as may be necessary to establish a grant program with Rose State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 7. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Four Million Five Hundred Thirty-seven Thousand Five Hundred Dollars ($4,537,500.00) or so much thereof as may be necessary to establish a grant program with Care Providers Oklahoma for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 8. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Six Million Five Hundred Eighty-five Thousand Four Hundred Eighty-seven Dollars ($6,585,487.00) or so much thereof as may be necessary to establish grant programs with Southeastern Oklahoma State University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 9. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of One Hundred Ten Thousand Dollars ($110,000.00) or so much thereof as may be necessary to establish a grant program with Cameron University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 10. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Carl Albert State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 11. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Connors State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 12. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Eastern Oklahoma State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 13. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Langston University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 14. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Northeastern Oklahoma Agricultural and Mechanical College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 15. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of One Hundred Fifty Thousand Dollars ($150,000.00) or so much thereof as may be necessary to establish a grant program with Northeastern State University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 16. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Northern Oklahoma College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 17. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Northwestern Oklahoma State University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 18. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Redlands Community College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 19. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Rogers State University for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 20. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Seminole State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 21. There is hereby appropriated to the Health Care Workforce Development Revolving Fund, created in Enrolled House Bill No. 4453 of the 2nd Session of the 58th Oklahoma Legislature, from any monies not otherwise appropriated from the Statewide Recovery Fund of the State Treasury created in Enrolled House Bill No. 3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to establish a grant program with Western Oklahoma State College for the purpose of recruiting, educating, and stabilizing Oklahoma's health care workforce.

SECTION 22. The Commission may reserve not more than two percent (2%) from each grant program authorized in this act for purposes of administering the program.

SECTION 23. The Health Care Workforce Training Commission shall promulgate rules and establish procedures for evaluating and awarding grant applications for grant programs provided for in this act.
