OFFICE OF MANAGEMENT AND ENTERPRISE SERVICES
An Act relating to the Office of Management and Enterprise Services; requiring that certain appropriated funds be used for certain purposes in certain amounts for certain purposes; directing certain transfer; providing certain limitation on amount of transfer; providing lapse dates; and requiring and prohibiting certain budget procedures.
SUBJECT: Office of Management and Enterprise Services
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. From the funds appropriated to the Office of Management and Enterprise Services in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, the sum of One Million Nine Hundred Twenty Thousand Dollars ($1,920,000.00) shall be used to provide for the Pay for Success program. Of that amount, seventy-five percent (75%) shall be utilized by the Office in equal amounts for municipalities of the state with populations of three hundred fifty thousand (350,000) or more as determined by the latest Federal Decennial Census.
SECTION 2. From the funds appropriated to the Office of Management and Enterprise Services in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Fifteen Million Eight Hundred Forty-seven Thousand Six Hundred Sixty-six Dollars ($15,847,666.00) shall be used to provide for Device-as-a-service augmentation.
SECTION 3. From the funds appropriated to the Office of Management and Enterprise Services in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, the sum of One Hundred and Fifty Thousand Dollars ($150,000.00) shall be used for the study of human trafficking performed by the Oklahoma Commission on the Status of Women.
SECTION 4. From the funds appropriated to the Office of Management and Enterprise Services in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, the sum of Thirty-five Million Seven Hundred Thirty-seven Thousand Dollars ($35,737,000.00) shall be used for Service Oklahoma implementation.
SECTION 5. The Director of the Office of Management and Enterprise Services shall transfer monies from the FY–22 appropriation made to the Oklahoma Water Resources Board in an amount outlined in Section 100 of Enrolled House Bill No. 2900 of the 1st Session of the 58th Legislature for costs associated with a water study to the Phase II Arbuckle–Simpson Hydrology Study Revolving Fund (235 Fund) created pursuant to Section 1085.7C of Title 82 of the Oklahoma Statutes for Phase II of the Arbuckle–Simpson Hydrology Study except that the cumulative amounts transferred shall not exceed the cumulative amounts of equal monthly allotments of the appropriation made to the Oklahoma Water Resources Board.
SECTION 6. Appropriations made by this act, not including appropriations made for capital outlay purposes, may be budgeted for the fiscal year ending June 30, 2023 (hereafter FY–23), or may be budgeted for the fiscal year ending June 30, 2024 (hereafter FY–24). Funds budgeted for FY–23 may be encumbered only through June 30, 2023, and must be expended by November 15, 2023. Any funds remaining after November 15, 2023, and not budgeted for FY–24, shall lapse to the credit of the proper fund for the then current fiscal year. Funds budgeted for FY–24 may be encumbered only through June 30, 2024. Any funds remaining after November 15, 2024, shall lapse to the credit of the proper fund for the then current fiscal year. These appropriations may not be budgeted in both fiscal years simultaneously. Funds budgeted in FY–23 and not required to pay obligations for that fiscal year, may be budgeted for FY–24, after the agency to which the funds have been appropriated has prepared and submitted a budget work program revision removing these funds from the FY–23 budget work program and after such revision has been approved by the Office of Management and Enterprise Services.
