An Act relating to memorial roads and bridges; designating the C.B. and Lois Craft Memorial Bridge; designating the SFC Theodore Emmett Lowery Memorial Highway; designating the LCpl Charles Nick Bondi Memorial Highway; designating the Nettie Sands Memorial Bridge; designating the Dale McFarlin Memorial Highway; designating the Dr. Harry E. SUBJECT: Memorial roads and bridges
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.431 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge on State Highway 31 crossing over Turkey Creek east of Lequire in Haskell County shall be designated as the “C.B. and Lois Craft Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 2. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.432 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of U.S. Highway 64 beginning at the intersection of South 25th Street East in Keefeton, extending southeasterly to the intersection of U.S. Highway 64 and East 128th Street South in Muskogee County shall be designated as the “SFC Theodore Emmett Lowery Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 3. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.433 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 66 beginning on the east side of the North Canadian River Bridge extending east through Bethany to the intersection of State Highway 66 and North Hammond Avenue in Oklahoma County shall be designated as the “LCpl Charles Nick Bondi Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 4. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.434 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge crossing over Big Eagle Creek on State Highway 144 in Leflore County shall be designated as the “Nettie Sands Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 5. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.435 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 18 beginning at the intersection of East 780 Road extending north through the town of Agra to the intersection of State Highway 18 and East 770 Road in Lincoln County shall be designated as the “Dale McFarlin Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 6. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.436 of Title 69, unless there is created a duplication in numbering, reads as follows:

The first bridge east of Sangre Road on State Highway 51 crossing over Stillwater Creek in Payne County shall be designated as the “Dr. Harry E. Heath, Jr. Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 7. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.437 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge crossing over Interstate 44 on U.S. Highway 62 in Comanche County shall be designated as the “Ryan Gwaltney Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 8. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.438 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge on State Highway 9 east of Number 9 Marina Road crossing over Eufaula Lake in Pittsburg County shall be designated as the “U.S. Army 2LT William A. Fox, Jr. Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 9. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.439 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge on State Highway 9W crossing over Interstate 35 in McClain County shall be designated as the “SSG Rusty Dunagan Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 10. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.440 of Title 69, unless there is created a duplication in numbering, reads as follows:

The interchange of Interstate 35 and East Covell Road located in Edmond, Oklahoma County, shall be designated as the “Cpl Mick Ray Bekowsky USMC Memorial Interchange”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed at the interchange.
SECTION 11. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.441 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge over Gaines Creek on U.S. Highway 270 southwesterly of Wilburton in Latimer County shall be designated as the “LCpl Anthony D. Botello Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 12. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.442 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge on U.S. Highway 62 crossing over State Highway 9 in McClain County shall be designated as the “Jake Weston Reid Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 13. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.443 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 66 beginning at the intersection of Santa Fe Road and extending northeasterly through the town of Davenport to the intersection of 3510 Road in Lincoln County shall be designated as the “PVT Richard Gary Leivas Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 14. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.444 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 20 beginning at the intersection of State Highway 11 extending east to the intersection of U.S. Highway 75 in Tulsa County shall be designated as “Private 2nd Class Joshua Francis Powers Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 15. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.445 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of Interstate 35 beginning at mile marker 202 extending north for one (1) mile in Noble County shall be designated as the “Trooper Charlie Hanger Honorary Mile”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 16. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.446 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 66 in Stroud beginning at the intersection of North 3550 Road extending east to U.S. Highway 377 in Lincoln County shall be designated as the “SGT Earl Roy “Pete” Lester, Jr. Purple Heart Recipient Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 17. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.447 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of U.S. Highway 70 By–Pass in Idabel beginning at the intersection of State Highway 37 extending north to the intersection of Northwest Texas Street in McCurtain County shall be designated as the “Larry Brinkley Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 18. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.448 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 51 beginning at the intersection of State Highway 132 extending west three (3) miles to the community of Lacey in Kingfisher County shall be designated as the “Col Derek Grimes Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 19. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.449 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 167 beginning at the north edge of Bird Creek extending north to State Highway 266 in Rogers County shall be designated as the “Lawrence Moylan Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 20. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.450 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge crossing over Panther Creek on U.S. Highway 64 in Pawnee County shall be designated as the “James L. Holt, Pres. of the Seminole Tribe of Florida Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
SECTION 21. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.451 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 7 beginning at the intersection of North 2974 Road extending east to North Stephens County Road 3000 in Stephens County shall be designated as the “Joe Diffie Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 22. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.452 of Title 69, unless there is created a duplication in numbering, reads as follows:

The section of State Highway 33 beginning at the intersection of Interstate 35 extending west through the town of Guthrie to the intersection of North 12th Street in Logan County shall be designated as the “Major Helen F. Holmes Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 23. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.453 of Title 69, unless there is created a duplication in numbering, reads as follows:

The interchange of State Highway 74 and West Britton Road in Oklahoma County shall be designated as the “Cathy Cummings Memorial Interchange”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the interchange.
SECTION 24. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1698.454 of Title 69, unless there is created a duplication in numbering, reads as follows:

The bridge on Interstate 240 crossing over South Pennsylvania Avenue in Oklahoma County shall be designated as the “Sgt. Robert “Bobby” Blaine Swartz Memorial Bridge”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.

SECTION 25. AMENDATORY Section 8, Chapter 237, O.S.L. 2023 (69 O.S. Supp. 2023, Section 1698.405), is amended to read as follows:
Section 1698.405. The section of State Highway 33 beginning at the intersection of State Highway 18 North in Cushing extending west two (2) miles in Payne County shall be designated as the “Col William A. Ahrberg World War II and Korea Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.

SECTION 26. AMENDATORY 69 O.S. 2021, Section 1698.11, is amended to read as follows:
Section 1698.11. State Highway 20 between the municipal limits of Pryor and Salina shall be designated as the “PFC John Reece Reese, Jr., Medal of Honor/Purple Heart Memorial Highway”. The Department of Transportation shall cause suitable permanent markers to be placed on the highway bearing that name.

SECTION 27. AMENDATORY 69 O.S. 2021, Section 1698.358, is amended to read as follows:
Section 1698.358. The section of U.S. Highway 62 beginning at the intersection of U.S. Highway 270 in the town of Harrah in Oklahoma County extending easterly to the intersection of State Highway 102 North in Pottawatomie Lincoln County shall be designated as the “Zachary Charles Keever Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.

SECTION 28. AMENDATORY Section 22, Chapter 356, O.S.L. 2022 (69 O.S. Supp. 2023, Section 1698.385), is amended to read as follows:
Section 1698.385. The portion of U.S. Highway 75 beginning at the intersection of E 106th Street N and ending at the intersection of E 116th 126th Street N in Tulsa County shall be designated as the “OHP Captain Larry Jackson Memorial Highway”. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
SECTION 29. This act shall become effective November 1, 2024.
