TEACHERS
An Act relating to teachers; requiring certain employment contracts for teachers employed by the Oklahoma School for the Deaf or Oklahoma School for the Blind; setting maximum amount of working hours for contract duration; defining working hours; requiring additional compensation for certain time worked; specifying calculation for compensation; providing for codification; providing an effective date; and declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1730 of Title 70, unless there is created a duplication in numbering, reads as follows:

A. Beginning with the 2022–2023 school year, a person who is certified to teach by the State Board of Education and hired or employed as a teacher by the Oklahoma School for the Deaf or Oklahoma School for the Blind shall enter into an employment contract which begins on August 1 and ends on July 31 of the subsequent calendar year. The employment contract shall establish a maximum amount of one thousand two hundred (1,200) working hours for the duration of the contract.
B. As used in this section, “working hours” means instructional time, professional development time, volunteer time, or extra duty time which is unpaid. Working hours shall not include time spent in stipend positions or paid extra duty, extracurricular activity, or athletic coaching time. Volunteer time occurring outside of the school year shall not be included in the working hours maximum established in subsection A of this section.
C. Teachers employed by the Oklahoma School for the Deaf or Oklahoma School for the Blind shall be compensated for using their planning time, lunch period, or other available time to cover for an absent teacher. The amount of compensation shall be determined by dividing the daily rate of a certified substitute teacher by the number of class periods or hours covered by the teacher.
SECTION 2. This act shall become effective July 1, 2022.
SECTION 3. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.
