ALCOHOLIC BEVERAGES
An Act relating to alcoholic beverages; enacting Odell's Law; prohibiting the requirement for license holders to check identification cards; clarifying that selling or providing alcoholic beverages to persons under twenty-one years of age is prohibited; providing for noncodification; providing for codification; and providing an effective date.
SUBJECT: Alcoholic beverages
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law not to be codified in the Oklahoma Statutes reads as follows:
This act shall be known and may be cited as “Odell's Law”.
SECTION 2. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 2–163 of Title 37A, unless there is created a duplication in numbering, reads as follows:

Holders of a license issued by the Oklahoma Alcoholic Beverage Laws Enforcement Commission pursuant to Title 37A of the Oklahoma Statutes shall not be required by state law, administrative rule, or regulation to check identification (ID) cards prior to selling or serving alcoholic beverages to a person. A license holder, upon their discretion, may still choose to check and verify a person's ID prior to selling or serving a person an alcoholic beverage.
Nothing in this section shall absolve the license holder from the prohibition of selling or serving alcoholic beverages to a person under twenty-one (21) years of age.
SECTION 3. This act shall become effective November 1, 2024.
