Section 3. Procedure for Securing a Judicial Legal Internship License
A. Application forms incorporating the above requirements may be secured by writing to the Executive Director of the Oklahoma Bar Association. The forms shall be completed and returned by the applicant together with a copy of the applicant's law school transcript and a certification from his Dean or office of admissions and records that the student: (1) has completed sufficient academic hours to comply with the requirements of Section I(A)(1), and (2) that he ranks in the upper fifty percent of his law school class. The applicant shall also request the following be mailed directly to the Executive Director of the Oklahoma Bar Association:
1. A letter from the Dean of the applicant's law school which must state that in the opinion of the Dean this student is aware of the professional responsibility connected with the judicial legal internship license and that in the Dean's opinion the applicant is capable of properly handling obligations which are placed upon him.
2. A letter from the Justice or Judge advising the Legal Internship Committee of the prospective employment of the applicant upon his successful completion of the internship examination.
B. The Executive Director of the Oklahoma Bar Association shall, upon approval of the application and receipt of all supporting documents, set a date for the applicant to appear before an interviewing panel for examination and advise the applicant and the panel members of the date and place for the interview and examination.
1. The Legal Internship Committee shall determine the type of examination which shall be given to each candidate for the judicial legal internship license. The examination may be written or oral or a combination of a written and oral examination.
2. The panel may either approve or disapprove the application for a judicial legal internship license and the applicant shall not have the right to appeal the decision of the panel. The panel shall be required to state the reasons for disapproval.
3. The panel shall forward its recommendation to the Executive Director of the Oklahoma Bar Association.
C. The Executive Director of the Oklahoma Bar Association shall forward to the Chief Justice of the Supreme Court of the State of Oklahoma the names of all applicants who have been interviewed together with a recommendation for the issuance of a license to those applicants who have been approved by the panel. If the panel has not approved an application, the applicant whose application was denied shall be so informed by the Executive Director of the Oklahoma Bar Association.
D. The Supreme Court of the State of Oklahoma, upon consideration of the application and the recommendation of the Legal Internship Committee of the Oklahoma Bar Association, may refuse or may grant the application for the judicial legal internship license. The decision of the Supreme Court shall be forwarded to the Executive Director of the Oklahoma Bar Association and the Executive Director shall inform the applicant of the Supreme Court's decision.
E. A special oath of office shall be prepared by the Supreme Court of the State of Oklahoma. The applicant will be informed by the Executive Director of the Oklahoma Bar Association as to when he may appear before the Supreme Court of the State of Oklahoma, or a Justice of the Court, or before one of the Courts of Appeals, or a Judge thereof to take his oath of office.
