§ 80.35.13. Legislative findings
The Legislature finds that:
1. Pursuant to 13 U.S. Code, Section 141(c), the United States Census Bureau is required to transmit to each state by April 1, 2021, the tabulations of population of that state as determined by the Federal Decennial Census. The U.S. Census Bureau failed to meet the deadline which necessitates the use of the best alternative population data to accomplish the legislative redistricting requirements set forth in the Oklahoma Constitution;
2. The United States Census Bureau's American Community Survey is the best alternative to the Federal Decennial Census as the American Community Survey Five-Year Data for the years 2015 to 2019 is the best population data available for legislative redistricting; and
3. The Oklahoma Legislature shall use the United States Census Bureau's American Community Survey Five-Year Data for 2015--2019 to draft redistricting legislation for the Oklahoma State Senate and the Oklahoma House of Representatives.
