Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. In the Matter of Considering the Continuation of the New York State Apple Research and Development Program Pursuant to Article 25 of the Agriculture and Markets Law and 1 NYCRR Section 204.12NOTICE OF REFERENDUM
 
To: New York State Apple Growers:
PLEASE TAKE NOTICE OF A REFERENDUM to be conducted by the Commissioner of Agriculture and Markets of the State of New York, pursuant to Article 25 of the Agriculture and Markets Law and section 204.12 of the Official Compilation of Codes, Rules and Regulations of the State of New York (1 NYCRR) on whether the New York State Apple Research and Development Program should be continued. The continuation of the order is subject to the approval of not less than 50 percent of all New York State apple growers participating in the referendum.
Any person who, in 2013, produced or caused to be produced apples in the State of New York for any market is a grower entitled to vote in this referendum. Each producer is entitled to one vote.
Copies of the New York State Apple Research and Development Program (1 NYCRR Part 204), which is the subject of this referendum, will be provided upon request made to Dan McCarthy, Market Order Administrator, Department of Agriculture and Markets, lOB Airline Dr., Albany, NY 12235, (518) 457-8857.
Please use the enclosed ballot and pre-addressed envelope to return your vote. All ballots must be received no later than June 15, 2014.

Pursuant to New York State Energy Law, Article 6, the New York State Energy Planning Board hereby gives notice of the following: Pursuant to a resolution of the New York State Energy Planning Board on January 7, 2014, the 2014 Draft New York State Energy Plan has been issued for public comment. The public is invited to review and comment on the 2014 Draft State Energy Plan. Department of State F-2013-0976 Date of Issuance –May 14, 2014
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2013-0976, the New York City Economic Development Corporation (EDC) is proposing to construct the East Midtown Waterfront Esplanade and Greenway. This project involves construction of a 40 foot wide shared-use esplanade from East 41st Street to 60th Street. The esplanade would accommodate bicyclists, pedestrians (walkers, joggers, skaters) within a shared pathway. Upland bridge connections to the esplanade would be provided at East 48th and East 54th Streets, along with areas referred to as “nodes” which are generally wider and would provide areas for safe circulation and stopping and access to water dependent and other uses. The proposed esplanade would be constructed in two sections – U.N. Esplanade from East 41st Street to East 53rd Street and ODR Esplanade from East 53rd to East 60th Street and the structures would be offset approximately 30 feet eastward from the existing bulkhead line.
According to the information provided to the Department of State, the project is intended to meet identified goals of expanding public access to the East River waterfront – improving connectivity and continuity by targeting gaps in the existing access – and to enliven the East River waterfront by providing a range of attractive use opportunities, integrating with adjacent upland communities, and encouraging the integration of water dependent and water enhanced uses.
All proposed activities would be undertaken within the Waterfront Revitalization Program (WRP) planning area for the City of New York. All activities requiring a federal permit or other federal authorizations and which are situated within this planning area are subject to review for consistency with the applicable policies of both the State and local programs by the Department of State and the New York City Department of City Planning (NYC DCP) respectively.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice or June 13, 2014.
