Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Department of Health
Pursuant to 42 CFR Section 447.205, the Department of Health hereby gives public notice of the following:
The Department of Health proposes to amend the Title XIX (Medicaid) State Plan for institutional services related to temporary rate adjustments to general hospitals that are undergoing a closure, merger, consolidation, acquisition or restructuring of themselves or other health care providers. Current State statutory and regulatory provisions authorize these payments. The following clarification is proposed:
Previously noticed on September 10, 2014, additional temporary rate adjustments for Arnot Ogden Medical Center have been modified. Aggregate payment amounts will total up to $1,553,578 for the period September 11, 2014 through March 31, 2015; $1,773,128 for the period April 1, 2015 through March 31, 2016; and $1,710,279 for the period April 1, 2016 through March 31, 2017.
The public is invited to review and comment on this proposed State Plan Amendment. Copies of which will be available for public review on the Department’s website at http://www.health.ny.gov/regulations/state_plans/status.
Copies of the proposed State Plan Amendments will be on file in each local (county) social services district and available for public review.

Department of State F-2014-0556 (DA) Date of Issuance – October 8, 2014
The New York State Department of State (DOS) is required by Federal law to provide timely public notice for the activity described below, which is subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The United States Army Corps of Engineers - New England District has determined that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the approved New York State Coastal Management Program. The consistency determination and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2014-0556 (DA), The U.S. Army Corps of Engineers, New England District, has published a public notice containing a consistency determination for the New England General Permit (NE GP), to authorize certain activities that require Department of the Army permits under Section 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act of 1899, and/or Section 103 of the Marine Protection, Research and Sanctuaries Act. The NE GP would authorize activities in waters of the U.S. within the boundaries of and/or off the coasts of the six New England States, including activities occurring within the boundaries of Indian tribal lands that have no more than minimal adverse effects on the aquatic environment. The NE GP would be issued in accordance with Corps regulations at 33 CFR 320 - 332 [see 33 CFR 325.5(c)(1)]. General permits are issued on a regional or State-wide basis to streamline the authorization of activities that meet predetermined parameters that would result in minimal individual and cumulative adverse effects on the aquatic environment. A Division may elect to add regional conditions specific to the needs of a particular region. This New England Regional Permit will supersede the Connecticut Programmatic General Permit (CT GP).

The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2014-0595, Masons Island Boatyard, Mystic Harbor, Stonington, CT, is proposing to perform maintenance dredging of approximately 5,577cy from the existing commercial marina. The proposal is for mechanical dredging with confined placement of the material at the New London Disposal Site (NLDS). The NLDS is centered at 41°16.306' N, 72°04.571' W and is approximately 3.1 nautical miles south of Eastern Point in Groton, CT and approximately 2.25 nautical miles from Race Point on Fisher’s Island in the Town of Southold, County of Suffolk, NY. The applicant is seeking authorization for this activity under the U.S. Army Corps of Engineers' Connecticut Programmatic General Permit, previously reviewed and concurred with by the Department of State [see F-2011-0086 (DA)]. The U.S. Army Corps of Engineers, New England District (Corps) with concurrence from the U.S. Environmental Protection Agency (EPA), has determined that the dredged material is not suitable for un-confined open-water disposal at the NLDS.

In F-2014-0616, Wilson Yacht Club, Wilson Harbor, Tuscarora Bay, Town of Wilson, Niagara County, NY, is proposing to perform maintenance dredging of approximately 1,000cy from the existing marina with subsequent open-lake placement approximately 1.5 miles north of the west jetty, in Lake Ontario.
