GOVERNMENT OWNED CRITICAL INFRASTRUCTURE SITES; AND SPECIAL EVENT OR SEASONAL AT RISK LOCATIONS
Fiscal Year 2014 Critical Infrastructure Grant Program
Fiscal Year 2014 Critical Infrastructure Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for critical infrastructure protection. The FY 2014 Critical Infrastructure Grant Program (CIGP) advances a common understanding of risk management. Applicants select a critical infrastructure site or special event or seasonal at risk location and complete a risk assessment. First responders assess their capability to prevent and protect against attacks on the site. Grant funding is then applied to mitigate vulnerabilities identified in the risk assessment or enhance first responder’s capabilities.
The priority focus for the FY 2014 CIGP is government owned critical infrastructure sites; and special event or seasonal at risk locations. Examples of government owned sites include, but are not limited to, government office buildings (city/town halls, courthouses), emergency services (emergency operations centers, 911 centers, police or fire stations), water systems (water treatment facilities, water distribution, wastewater treatments) and cyber security initiatives. Examples of a special event or seasonal at risk location include, but are not limited to, major community festivals, races, seasonal camps, or other mass gathering events. These locations must pose special security concerns, population surges and require additional law enforcement or emergency resources.
Only units of local government within targeted counties are eligible to apply for the FY 2014 CIGP. Units of local governments include: counties, cities, towns, and/or villages. Applicants must be located in New York City or one of the following targeted counties: Albany, Broome, Dutchess, Erie, Livingston, Madison, Monroe, Nassau, Niagara, Oneida, Onondaga, Ontario, Orange, Orleans, Oswego, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Wayne, Westchester, and Yates. The application must be coordinated with at least two (2) agencies with prevention and/or protection responsibilities at the selected site. These must be law enforcement, fire department, emergency management, or public works agencies.

LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES
Fiscal Year 2014 Explosive Detection Canine Team Grant Program
Fiscal Year 2014 Explosive Detection Canine Team Grant Program seeks applications for up to $60,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for programs to develop and support explosive detection canine team capabilities. The six primary objectives of this grant are: 1.) The advancement of explosive detection canine team capabilities; 2.) The certification of explosive detection canine teams and compliance with annual re-certification requirements; 3.) Participation in DHS’s Office for Bombing Prevention’s (DHS-OBP) Explosive Detection Canine Capability Analysis Program; 4.) Alignment to New York State’s thirteen FBI Accredited bomb squads; 5.) Use of the Bomb Arson Tracking System (BATS); and, 6.) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities. Grants will be awarded to support local, county and Tribal law enforcement agencies with an active road patrol component of their law enforcement operations.

LOCAL, COUNTY, AND TRIBAL LAW ENFORCEMENT AGENCIES WITH AN ACTIVE TACTICAL TEAM AS PART OF THEIR LAW ENFORCEMENT OPERATIONS THAT RESPONDS TO CALLS FOR SERVICE OUTSIDE OF A CORRECTIONAL SETTING
Fiscal Year 2014 Tactical Team Grant Program
Fiscal Year 2014 Tactical Team Grant Program seeks applications for up to $100,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES). The focus of this grant opportunity is to improve a tactical team’s capabilities and help to develop new response capabilities as it relates to high-risk incidents including active shooter events and other counter terrorism missions.
Grants will be awarded to local, county, and tribal law enforcement agencies with an active tactical team as part of their law enforcement operations that responds to calls for service outside of a correctional setting. The four primary objectives of this grant are to: 1) Advance tactical team capabilities through the attainment and sustainment of the minimum standards within this community; 2) Encourage and support training among law enforcement specialty teams to include bomb squads and explosive detection canine teams; 3) Promote regional partnerships in the development and build-out of tactical team capabilities, and 4) Participate in DHS’s Office for Bombing Prevention’s (DHS-OBP) SWAT Capability Analysis Program. LOCAL GOVERNMENTAL ENTITY EMERGENCY RESPONSE TEAMS
Fiscal Year 2014 Technical Rescue and Urban Search and Rescue (USAR) Grant Program
Fiscal Year 2014 Technical Rescue and Urban Search and Rescue (USAR) Grant Program seeks applications for up to $100,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for programs to develop and support technical rescue and USAR team capabilities.
Grants will be awarded to local governmental entity emergency response teams that provide technical rescue and USAR related services involving structural collapse, trench, confined space, waterway/flood and rope rescues to respond to and recover from acts of terrorism and other catastrophic events. The three primary objectives of this grant are: (1) advancement of Technical Rescue and USAR capabilities; (2) development of regional response capabilities; and (3) increasing the resource typing of Technical Rescue and USAR resources in New York State.

2014 Unified Funding
I. Introduction and General Information
In June of 2013, New York State Homes & Community Renewal (“HCR”) acquired a 44 property portfolio of Mitchell-Lama project loans. The objective of the acquisition was to insure preservation of affordable housing units through refinancing the projects and generating funds for capital improvements and property upgrades.
As part of the State’s commitment to increase and preserve the number of affordable housing opportunities for its residents, HCR, acting through the Housing Finance Agency (“HFA”), is making available up to $32,000,000 of capital for preservation and improvement of these Mitchell Lama properties (the “M-L Funds”).
HCR is seeking applications for the use of the M-L Funds from development teams that have already submitted or plan to submit an application for bond financing directly to HCR, or have previously applied for and received funding under the State’s 2013 Unified Funding. This enables HCR to maximize available resources by permitting the flexibility to fund projects through allocation of all possible funding sources. Projects that plan to seek 9% credits through the State’s 2014 Unified Funding application process should not apply for M-L Funds through this Notice. M-L Funds will also be made available through the 2014 Unified Funding application process.
Section II of this Notice, “Eligibility” provides the two threshold requirements a project must meet to qualify for funding.
Section III, “Application Submission and Deadline” provides additional information on application submission methods.
Section IV, “Evaluation and Selection Criteria” provides a more detailed description of the selection criteria.
Section V, “Contacts for Further Information,” provides contact information for relevant HCR staff so applicants can access technical assistance in preparing applications.
II. Eligibility
Projects must meet two requirements to be eligible for funding under this Notice.
1. Development team must have submitted an application through the 2013 Unified Funding or have already submitted or plan to submit an application for bond financing to HCR.

III. Application and Submission Deadline
1. Application:
A request for funding through this Notice may be submitted for projects seeking tax-exempt bond financing through HFA as a supplement to bond applications previously submitted or to be submitted to HCR that meet the criteria of the M-L Funds. A request for funding through this Notice may also be submitted to supplement any application previously submitted for funding under the 2013 Unified Funding that meets the criteria of the M-L Funds.
2. Application Deadline:
Applications may be submitted through January 15, 2015. Prior to application submission, please contact the appropriate HCR staff listed at the end of this Notice with any questions.
3. Application Review:
For projects seeking tax-exempt bond financing, HFA, in its capacity as HCR’s bond issuer and 4% low income housing tax credit allocating agency, will retain lead role in all facets of project application review, design standards review, construction inspection and post completion compliance monitoring, unless otherwise specified.
For projects previously seeking 9% low income housing tax credits which were awarded under the 2013 Unified Funding application process, DHCR, in its capacity as HCR’s 9% low income housing tax credit allocating agency, will retain lead role in all facets of project application review, design standards review, construction inspection and post completion compliance monitoring, unless otherwise specified.
Please note that the application is brief because HCR will also use any material provided as part of an HFA bond application or an awarded Unified Funding application to evaluate any request for funder under this Notice.
IV. Evaluation and Selection Criteria
1. General Review Criteria
Properties must meet the eligibility requirements as listed above.
2. Board Approval
All awards must be approved by the HFA Board. Awards of funds requested under this NOTICE will be awarded in the manner set forth therein.
3. Award Letter
HCR will issue Award Letters to notify the applicant that the project has been selected for funding, and sets forth the number of units and award amount(s) and closing deadline.

A Request For Proposals (RFP) for Open Window applications for the Rural & Urban Community Investment Fund (CIF) is available on NYS Homes and Community Renewal’s website at: http://www.nyshcr.org/Funding/OpenWindow/2013/. Applications for CIF project funding will be submitted using the Community Development Online (CDOL) Application System, located on HCR’s website at: http://www.nyshcr.org/Apps/CDOnline/. Printable instructions for using the CDOL system are available on NYS Homes and Community Renewal’s website at: http://www.nyshcr.org/Funding/OpenWindow/2013/. Applicants who have already submitted a complete application for tax-exempt bond financing through HCR’s 641 Lexington Avenue Office in New York City may request that previous submissions be used in place of CDOL. Please see RFP for more information on this application alternative.
APPLICATION DEADLINES:
Applications under the Community Investment Fund (CIF) will be accepted on a continuous basis until funds are no longer available. HCR expects to have funds available as part of its annual competitive Unified Funding application process.
OPEN WINDOW COMMUNITY INVESTMENT FUNDS AVAILABLE:
Approximately $6.7 million in CIF funds is expected to be available, subject to the availability of appropriations.
