Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

NOTICE OF PUBLIC HEARING
Department of Housing and Community Renewal New York State 2011-2015 Consolidated Plan
To participate in certain federal community development and housing programs, the State of New York must prepare a 5-year Consolidated Plan and an annual Action Plan and provide opportunities for citizens to participate in its development. As part of this process, the State will conduct public hearings to obtain the views of citizens, public agencies, local governments, and other interested parties on the housing and non-housing community development needs of the State before a draft Consolidated Plan for 2011-2015 and a draft annual Action Plan for 2011 are prepared.
The Consolidated Plan and the annual Action Plan focus principally on four federal programs: the New York State Community Development Block Grant Program; the HOME Investment Partnerships Program; the Housing Opportunities for Persons with AIDS Program; and the Emergency Solutions Grants Program.
The Consolidated Plan will be a five-year strategy for addressing the housing and non-housing community development needs of New York communities. The Consolidated Plan will set forth long-term goals for the development of viable communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for low- and moderate-income persons. New York State must submit a completed Consolidated Plan to the U.S Department of Housing and Urban Development by November 15, 2010.
The annual Action Plan will describe the State's planned use of federal Fiscal Year 2011 funds to address the needs identified by its five-year Consolidated Plan and further the Consolidated Plan's objectives, and will also describe the State's methods for distributing these funds.
The Public is encouraged to offer oral and/or written comments at Public Hearings on January 12, 2010 and January 13, 2010. On January 12th, the first public hearing will be held from 9:00 am until 10:00 am and the second from 2:00 pm until 3:00 pm. On January 13th, the first public hearing will be held from 9:00 am until 10:00 am and the second from 2:00 pm until 3:00 pm. At these dates and times, hearings will be held concurrently at the following four New York State Division of Housing and Community Renewal offices: 25 Beaver Street in New York City; 38-40 State Street in Albany; 620 Erie Boulevard West in Syracuse; and 535 Washington Street in Buffalo. If needed, more time will be made available at each public hearing.
Each site is accessible to individuals with mobility impairments. Every effort will be made to accommodate persons with other special needs. To do so, it will be necessary to receive any requests no later than January 5, 2010. Individuals who seek additional information regarding the hearings may call DHCR's toll-free number, 1-866-ASK-DHCR (275-3427).
Space may be limited in some locations: persons planning to attend a hearing are encouraged to pre-register by calling 1-866-ASK-DHCR (275-3427) or sending an e-mail to [email protected]. Speakers will be limited to five (5) minutes of testimony. Attendees must present a driver's license or other government-issued photo ID upon entry.
All speakers are urged to provide a written copy of their testimony. Department of Environmental Conservation
Pursuant to ECL 27-1102.5, the Department of Environmental Conservation hereby gives notice that the public comment period for the draft Hazardous Waste Facility Siting Plan and draft Generic Environmental Impact Statement (GEIS) has been extended from December 14, 2009 to January 14, 2010.
The Siting Plan is intended to help guide state agencies, authorities and other entities to make decisions regarding the siting of facilities for management and disposal of hazardous waste, so as to assure management capacity of hazardous wastes generated in New York. The GEIS evaluates and addresses potential significant impacts the draft plan may have on the environment.

Invitation for Public Comment on Department of Environmental Conservation Rules
Pursuant to Executive Order No. 25, the New York State Department of Environmental Conservation invites comments from regulated entities and interested parties to identify existing regulations that impose unnecessary, burdensome or excessive costs, paperwork, reporting or other requirements. The Department's regulations are contained in Title 6 of the Official Compilation of Codes, Rules and Regulations of the State of New York (6 NYCRR), which may be accessed on the New York State Department of State website at www.dos.state.ny.us/info/nycrr.html, as well as on DEC's regulations webpage at www.dec.ny.gov/regulations/regulations.html.
Comments are sought that describe and quantify the burden and suggest appropriate remedies that the agency may undertake to eliminate or amend regulations that are unnecessary, unbalanced, unwise, duplicative or unduly burdensome.

Erie County Deferred Compensation Committee
Pursuant to the provisions of 9 NYCRR, Section 9003.2, authorized by Section 5 of the State Finance Law, beginning Friday, December 4, 2009, the Erie County Deferred Compensation Committee and the Deferred Compensation Plan for Employees of the County of Erie, are soliciting proposals from qualified administrative service agencies and financial organizations relating to trust services, administrative services, and/or funding of an eligible deferred compensation plan. The Deferred Compensation Plan for Employees of the County of Erie meets the requirements of Section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.
