Local Interagency VESID Employment Services (LIVES II)
Organizations eligible to apply for funding under this initiative are limited to not-for-profit organizations such as: community-based organizations, workforce investment boards, community rehabilitation programs, independent living centers and other public entities.
Local Interagency VESID Employment Services (LIVES II)
The purpose of this RFP is to secure the services of eligible organizations that can help public assistance recipients who have been unable to obtain/retain employment, or participate in job preparation activities due to physical, mental health or learning disability related issues. This will be accomplished by entering into partnerships with the local department of social services and the regional VESID office to develop a strategy that:
• Identifies the personal, family and disability issues that must be addressed in order for public assistance recipients with physical or mental health impairment and/or learning disabilities to successfully participate in employment or employment related activities;
• Outlines the steps these individuals need to take to overcome their barriers;
• Connects participants in a timely manner with appropriate programs and work activities which meet the State’s approved work activity definitions and are countable towards the federal participation rate;
• Addresses the vocational training and/or educational barriers to employment as appropriate; and
• Ensures that program partners are provided with thorough and appropriate information in a timely fashion.
OTDA seeks to contract with applicant agencies that can foster collaborations between providers of employment, education and training programs, and vocational rehabilitation services to help meet the needs of public assistance recipients.
A total of $1.5 million is available to support selected LIVES II projects statewide. Awards of up to $250,000 will be made, and at least six projects are expected to be funded. OTDA is limiting the number of awardees to no more than one per county. Selected contractors will receive up to 50% of the award based on the submission of expenditure claims according to the approved budget in the executed contract, and no less than 50% on a performance based reimbursement as participants achieve specific outcomes.
Proposals are due by February 5, 2010 at 3:00 pm.
