Water Quality Improvement Projects

Environmental Protection Fund
Water Quality Improvement Projects
The Budgets for State Fiscal Years 2007 – 2008, 2008 – 2009 and 2009 - 2010 include funding for the state share of costs of wastewater treatment improvement projects undertaken by municipalities to upgrade municipal systems to meet stormwater, combined sewer overflow, sanitary sewer overflow and wastewater discharge requirements with priority given to systems that are in violation of Title 8 of Article 17 of the Environmental Conservation Law and aquatic habitat restoration projects undertaken by municipalities and not-for-profit corporations for aquatic habitat restoration projects as defined in Sub-division 1 of Section 56-0101 of the Environmental Conservation Law.
Statewide Nonagricultural Nonpoint Source
The Budgets for State Fiscal Years 2007 – 2008, 2008 – 2009 and 2009 – 2010 include funding from the New York State Environmental Protection Fund (EPF) for nonagricultural nonpoint source abatement and control projects.

If Bond Act or other funding becomes available, such additional funding may be used for projects received under this Request for Applications (RFA).

Local Government Efficiency Grant (LGE) Awards
The New York State Department of State is announcing the availability of an $11.515 million incentive awards program to provide grants to entities that achieve cost savings and local service delivery efficiencies through municipal consolidation or intermunicipal cooperative efforts. Grants will be awarded in the following grant categories.
High Priority Planning Grants
These non-competitive grants will be available to eligible municipalities to cover costs associated with plans developed for a city or county charter revision that includes functional consolidation or increased shared services; the village dissolution plan; plans developed for mergers, consolidations, and dissolutions; the sharing of services or transferring of functions to be performed on a countywide basis; conducting services on a multi-county or regional basis and plans for a sustainable reduction in the cost of police, fire and highway services for a municipality whose Per Capita Cost is in the top 25% of comparable municipalities in New York State. State assistance will be provided to successful applicants in an amount not to exceed $50,000, for costs associated with eligible project activities.
Applications deadlines for the non-competitive grants are Wednesdays at 4:00pm on August 19, 2009, September 16, 2009, October 21, 2009, November 18, 2009, December 16, 2009, January 20, 2010, February 17, 2010 and March 17, 2010.
General Efficiency Planning, Efficiency Implementation and 21st Century Demonstration Project Grants
These competitive grants will be available to municipalities for projects in the following categories.
General Efficiency Planning Grants will be available to eligible municipalities to cover associated with identifying and planning for opportunities to improve local government efficiency and cost savings. State assistance of $25,000 will be provided for the first two successful applicants, with an additional one thousand dollars available for each additional participating municipality, up to $35,000.
Efficiency Implementation Grants will be available to eligible municipalities to cover costs associated with the implementation of projects that improve local government efficiency and achieve cost savings. State assistance of $200,000 will be available per municipality for an Efficiency Implementation Grant, up to a total $1 million per project.
21st Century Demonstration Project Grants will be available to eligible municipalities for costs associated with projects that promote large-scale, transformative change in municipalities and that can be used as living laboratories for municipal innovation. Projects may include the consolidation of supporting services for school districts within an area served by a BOCES, consolidation of multiple police forces or multiple fire districts, fire departments or fire companies, creation of a regional smart growth compact or program, consolidation of services on a multi-county basis, creation of a regional entity empowered to provide multiple functions on a countywide or regional basis, or the creation of a regional or city-county consolidated municipal government. State assistance for 21st Century Demonstration Project grants will not to exceed $400,000 per municipality and award amounts vary by project type. In no case shall the total award exceed $1 million for costs associated with eligible project activities.
Applications for the competitive grants will be accepted through Wednesday at 4:00pm on September 23, 2009.
State reimbursements will be made for up to 90% of the actual cost of a Local Government Efficiency Grant proposal or the maximum amount permitted per municipality, whichever is less. NOT-FOR-PROFIT CORPORATIONS AND THEIR SUBSIDIARIES, CHARITABLE ORGANIZATIONS, MUNICIPALITIES AND PUBLIC CORPORATIONS
Homeless Housing and Assistance Program (HHAP)
Type of Recipient: Applications will be accepted from not-for-profit corporations and their subsidiaries, charitable organizations, municipalities and public corporations. Applications may be submitted by a single organization, by organizations working jointly as co-applicants, or by a single organization working in cooperation with a supporting organization.
Items covered under grant: The Homeless Housing and Assistance Corporation (HHAC) and the New York State Office of Temporary and Disability Assistance recently announced the issuance of a Request for Proposals (RFP) for the Homeless Housing and Assistance Program (HHAP). Under HHAP, the HHAC is authorized to provide grants and loans for acquisition, construction and rehabilitation in order to expand the supply of housing for low income persons who are, or would otherwise be, homeless. A homeless person is defined as an undomiciled person (whether alone or as a member of a family) who is unable to secure permanent and stable housing without special assistance, as determined by the Commissioner of OTDA. The HHAP appropriation for State Fiscal Year 2009-10 is $30 million, of which $5 million may be reserved for the development of projects serving homeless persons with HIV/AIDS.
Funding is available to bidders statewide. Applications will be accepted on a continuous basis beginning August 17, 2009 until available funding is committed or HHAC/OTDA decide to suspend the receipt of applications. Applications will not be accepted prior to August 17, 2009. Awards will be based upon a combination of demonstrated need, organizational capacity and experience, cost effectiveness and other criteria outlined in the RFP.
