Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. Department of State F-2009-0039 Date of Issuance - April 8, 2009
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2009-0039, United Water New York, Inc. (UWNY) is seeking approval from the United States Army Corps of Engineers to construct and operate a temporary pilot desalination plant (Pilot) for its long term water supply project. The Pilot Plant would be constructed and operated on a parcel of land at 710 Beach Road, along Haverstraw Bay and the Hudson River, in the Town of Haverstraw, Rockland County, New York. It would consist of a 3,960 square foot wood frame building on a concrete slab on the upland and associated intake structures within the waters of Haverstraw Bay.
The raw water intake line would supply 170-340 gallons of water per minute. For the intake structures UWNY is proposing to install consist of a 6-inch diameter by 641-foot long intake pipe, with a 2mm wedge wire screen, two raw water abstraction pumps, and a marker buoy at its terminus. The intake would also use an air compressor for cleaning the screen using bursts of air. The pipe would be secured to the bottom lands for approximately the first 100 linear feet with jersey barriers and sandbags and then with approximately forty 1-foot, 2-inch wide by 7-inch high pyramid anchors for its remaining length. All the water withdrawn and taken into the Pilot will be connected to the Town of Haverstraw Joint Regional Sewage Treatment Plant through an underground pipeline placed within the public right-of-way along Beach Road and Ecology Lane and easements across property owned by the municipal sewage treatment plant.
The Pilot plant would be a temporary, 12 to 18 month, operation with the building present for 12 to 24 months. The purpose of the proposed Pilot is to collect data and research on ambient water quality, treatment methods, sequencing of treatment methods, volumes of waste and brine streams generated from the desalination process. The information gathered would be used for the design and refinement of a full-scale desalination facility proposed as UWNY’s Long Term Water Supply Project to supplement UWNY’s existing surface and groundwater sources that serve as the predominant water supply in Rockland County.

The United States Coast Guard, Department of Homeland Security, has determined that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the approved New York State Coastal Management Program. The consistency determination and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2009-0274 DA, the U.S. Coast Guard, Department of Homeland Security, proposes to construct and install an 8' x 56' floating dock, install a 100amp electrical shore tie and a small water hose on the new dock, replace a deteriorated timber wale that will support the gangway to the new dock, and install appropriate lighting on the existing wharf. The proposed activity is located at the U. S. Coast Guard Station Shinnecock, Shinnecock Bay, Hampton Bays, Town of Southampton, Suffolk County.
