Firearm Laboratory Capacity Enhancement
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to enhance the ability of state and local firearm laboratories to perform prompt forensic testing of all firearms and firearms-related evidence submitted by law enforcement agencies. Subject to State appropriation authority, approximately $750,000 is available for awards. Awards will be for a 12-month period ending June 30, 2010.
Local firearm laboratories in Erie, Monroe, Nassau, Niagara, Onondaga, Suffolk and Westchester Counties and the New York State Police are eligible to apply.
Applications should be submitted via DCJS' automated Grants Management System (GMS) by 4:00 PM (EDT) Friday, April 24, 2009.

NYS DNA Laboratory Capacity Enhancement
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to enhance the ability of local Forensic DNA labs to process evidence for DNA within an average 30-day turnaround time. Subject to State appropriation authority, approximately $4 million is available for awards. Awards will be for a period of 12 months ending June 30, 2010.
The following local Forensic DNA labs are eligible to apply: Erie County Department of Central Police Services Forensic Laboratory, Monroe County Public Safety Laboratory, Nassau County Department of Forensic Genetics, New York City Office of the Chief Medical Examiner Department of Forensic Biology, Onondaga County Center for Forensic Sciences, Suffolk County Crime Laboratory and Westchester County Department of Laboratories & Research Forensic Science Laboratory.

Legal Supportive Services for Individuals and Families Affected by Cancer RFA # 0812111016
Applications will be accepted through June 19, 2009 for grants to fund non-profit community-based programs to provide direct, free or reduced fee legal assistance to underserved individuals and families whose lives have been affected by diagnoses of cancer. The funded applicant will provide members of underserved priority populations with legal assistance and support in planning for long and short term legal, financial, and medical needs. The provision of such legal services can help reduce stress in an already difficult situation and appropriately address any cancer-related legal issues that arise.
The Department of Health currently expects that approximately 6 awards will be made as a result of the application process. It is expected that awards will be made to support both the infrastructure and reimbursement for counseling, education, outreach and support services provided. Each of these contracts will be funded up to $81,666 annually for the term of the contract.

DEPARTMENT OF TRANSPORTATION

MUNICIPALITIES, NON-PROFIT ORGANIZATIONS, TRANSPORTATION AUTHORITIES, TRIBAL GOVERNMENTS, PUBLIC TRANSPORTATION PROVIDERS
Federal Transit Administration (FTA) Job Access Reverse Commute (JARC) and New Freedoms Program Funding- Non-Urbanized areas of Upstate NY (less than 50,000 population)
Applications will be accepted by the New York State Department of Transportation's, Public Transportation Bureau, for Job Access Reverse Commute (JARC) and New Freedom projects in non-urbanized areas of the state with population of less than 50,000.
The JARC formula grant funds are for the improvement of access to transportation services to employment sites and employment related activities for welfare recipients and eligible low-income individuals. Also, JARC is intended to transport residents of urbanized areas and non-urbanized areas to suburban employment opportunities. Such services may include, but are not limited to: adding late night and weekend service, mobility management, expansion of current fixed route transit services, and ridesharing and carpooling activities.
The New Freedom formula grant program aims to reduce barriers to transportation services and expand the transit options available to people with disabilities seeking integration into the workforce and full participation in society. The New Freedom funding are available for services beyond those required by the Americans with Disabilities Act (ADA) of 1990, designed to assist individuals with disabilities access to transportation, including transportation to and from jobs and employment related activities. Some example projects include: Expansion of paratransit service beyond current ADA limitation i.e. ¾ mile beyond, travel training for users on awareness, knowledge and skills to navigate available transit in their communities, accessibility improvements for non-key stations and support of mobility management.
Both funding sources require that services be identified in a Locally Developed Coordinated Human Service and Public Transportation Plan and be coordinated with other federally-assisted programs to ensure efficient use of federal funds. The total combined funds available for FFY 2007, 2008 is JARC ($1,265,534) and New Freedom is ($1,160,301).
To be eligible to apply for JARC and New Freedom funding, applicants must be either a State/Local government authority, a Private non-profit agency registered with the NYS Department of State or a Private or Public operator of public transportation services. It is anticipated that applications will be released in March 2009 with an application deadline of May 15, 2009.
