NOT-FOR-PROFIT POST-SECONDARY EDUCATIONAL INSTITUTION OR NOT-FOR-PROFIT ORGANIZATION WITH STRONG TIES TO ONE OR MORE POST-SECONDARY EDUCATIONAL INSTITUTIONS

The New York State Department of Health invites eligible applicants to submit applications for the development of an undergraduate level course, or modules within a course, on stem cell science and its ethical, legal and social implications. As the issues and ethical concerns regarding stem cell science transcend the boundaries of the scientific community, the ESSCB encourages curriculum development for science and non-science majors alike. Development of curricula addressing the scientific complexities of stem cell science, along with its ethical, legal and social implications, will stimulate discussion and debates in an educational environment, providing a broader understanding of the complex issues surrounding this new scientific field to a group of people poised to enter civic society.

Applicant institutions are expected to provide an undergraduate course, or modules within a course, that address the complex issues of stem cell science, providing balanced perspectives concerning these issues.

NYSTEM, a program of the New York State Department of Health, whose purpose is to administer stem cell research funding based on recommendations and advice from the Empire State Stem Cell Board, will be making approximately 10 awards. The number of awards made will be contingent upon the quality of applications submitted and the availability of funds. Awards will be made in amounts up to $150,000 per year in direct costs, plus Facilities and Administrative costs of up to eight percent of the modified total direct costs for a period up to two years.

ELIGIBLE RECIPIENTS: The applicant must be a New York State not-for-profit post-secondary educational institution or not-for-profit organization with strong ties to one or more post-secondary educational institutions. Organizations awarded funds must have the ability to monitor funds, maintain individual accounts and fulfill other fiscal management criteria. Two or more institutions, at least one of which is located in New York State, may apply as a consortium to maximize institutional resources committed to the program. If a consortium includes institutions from outside New York State, a New York State institution must serve as the lead applicant and accept primary responsibility for the application and subsequent contractual agreements. However, an institution may participate in only one application.

The New York State Department of Health (DOH) and the New York State Environmental Facilities Corporation (EFC) announce that the Federal Fiscal Year (FFY) 2009 Intended Use Plan (IUP) for the Drinking Water State Revolving Fund (DWSRF), dated September 30, 2008, is being amended.

Amendment No. 4 reflects adjustments to the sources and uses of funds available for the remaining FFY 2009 IUP financing period through an increase in the DWSRF appropriation to New York State in the amount of $86.8 million from the American Recovery and Reinvestment Act (ARRA). Of this appropriation, no less than 50% ($43.4 million) will be used for additional subsidization. To the extent available, additional subsidization for project costs eligible for ARRA funding will be available to both hardship and non-hardship projects. Also, not less than 20% ($17.36 million) will be used for projects to address green infrastructure, water or energy efficiency improvements, or other environmentally innovative projects, to the extent that qualifying applications are received.

These fund adjustments will be used to finance projects on the amended DWSRF 2009 IUP Project Readiness List that meet ARRA requirements described in the Amendment. Priority for ARRA funds will be given to projects that can start construction within a short time frame.

For projects on the 2009 Final IUP Project Readiness List below the Funding Line, the deadline for submitting project financing applications has been extended to May 1, 2009. Financing applications received after May 1, 2009 for projects on the amended Project Readiness List will be held by EFC and may be considered for subsidized funds later in FFY 2009, if sufficient funds are available. PRIVATE NON-PROFIT CORPORATIONS; PUBLIC BODIES (UNDER LIMITED CIRCUMSTANCES)

Grant Applications will be accepted through May 1, 2009, for vehicles to provide passenger transportation services for elderly individuals and individuals with disabilities under Section 5310 of Chapter 53, Title 49, United States Code. Only private non-profit corporations, or public bodies (under limited circumstances) – public bodies which can certify that no non-profit corporations or associations are available in an area to provide transportation services for elderly individuals and individuals with disabilities - are eligible to apply. A total of $8.2 million will be made available for capital purchases. This grant opportunity requires a 20% local share match.
