Notification of Award for Consultant
The New York State Department of Labor released a Request for Information for Consultant Services on October 18, 2007 to seek a highly qualified consultant that possessed a strong understanding of state apprenticeship training programs and workforce development in general and have professional consultation and facilitation skills, excellent writing skills and research capabilities.
The consultant will assist the Commissioner of Labor in researching best practices in other states, interview key individuals and organizations involved with New York State's Apprenticeship Training Program, meet with Department staff to review current State Apprenticeship policies, procedures and practices, and make recommendations to the Department on modifications to the State's Apprenticeship Training model based on its findings.
This serves as public acknowledgement of our intention to procure services via a discretionary purchase. The following applicant was selected and will provide services at a cost of $39,952 to the Department:

Department of State F-2007-0606 DA Date of Issuance — December 5, 2007
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The United States Department of Homeland Security has submitted materials for a proposed activity which is subject to review for consistency with the Town of Southold Local Waterfront Revitalization Program which contains the enforceable policies of the New York State Coastal Management Program for the area in which the activity is proposed. The supporting information and data submitted are available for inspection at the New York State Department of State offices located at 41 State Street in Albany, New York.
In F-2007-0606, The United States Department of Homeland Security, Plum Island Animal Disease Center is proposing the construction of approximately 175 linear feet of steel sheet pile bulkhead in Plum Gut harbor within the Long Island sound at Plum Island in the Town of Southold, Suffolk County, New York. The purpose of the proposed activity is to repair an bulkhead which varies in distance up to 14 feet from the proposed new bulkhead to restore the shoreline to the historic location. The proposed new bulkhead would result in approximately 200 square feet of fill, 30 cubic yards of which would be placed within tidal wetlands between the existing bottom to the MHW line.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, January 4, 2008.

Department of State F-2007-1053 DA Date of Issuance — December 5, 2007
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The National Oceanic and Atmospheric Administration's National Marine Fisheries Service has submitted materials for a proposed activity which is subject to review for consistency with the New York State Coastal Management Program. The supporting information and data submitted are available for inspection at the New York State Department of State offices located at 41 State Street in Albany, New York.
In F-2007-1053, The National Marine Fisheries Service (NMFS) is proposing regulations requiring the use of chain-mat modified dredges in the Atlantic sea scallop fishery south of 41o 9.0' N. latitude, from the shoreline to the outer boundary of the Exclusive Economic Zone (EEZ) from May 1 through November of each year. The chain mats reduce serious injury and mortality to sea turtles by preventing their capture in the dredge bag.
Specifically, the proposed action would require any vessel with a sea scallop dredge and an Atlantic sea scallop permit that enters waters south of 41o 9.0' N. latitude, from the shoreline to the outer boundary of the EEZ to have each dredge configured with a chain mat from May 1 through November 20 each year. The chain mat must be composed of horizontal and vertical chains configured such that the openings created by the chains have no more than 4 sides, each side must ve less than or equal to 14 inches. Vessels that enter these waters must have the chain mat installed on all dredges for the duration of the trip. Vessel are exempted from these provisions provided gear is stowed and there are no scallops on-board.

Department of State Routine Program Change Notice
STATEWIDE — Pursuant to 15 CFR 923.84(b)(4), the New York State Department of State (DOS) hereby gives notice that the federal Office of Ocean and Coastal Resource Management (OCRM) concurred on November 19, 2007 on the incorporation of the Village of Dobbs Ferry Local Waterfront Revitalization Program (LWRP) into the State's Coastal Management Program (CMP) as a Routine Program Change. DOS requested OCRM's concurrence on this action in a letter dated August 16, 2007, and in a previous notice in the New York State Register which further described the content of the action.
The Village of Dobbs Ferry LWRP includes the following new or revised enforceable policies as found in the Village of Dobbs Ferry LWRP: Policy1 and Policy Standards 1.1 – 1.5; Policy 2 and Policy Standards 2.1 – 2.3; Policy 3 and Policy Standards 3.1 – 3.2; Policy 4 and Policy Standards 4.1 – 4.3; Policy 5 and Policy Standards 5.1 – 5.4; Policy 6 and Policy Standards 6.1 – 6.3; Policy 7 and Policy Standards 7.1 – 7.2; Policy 8 and Policy Standards 8.1 – 8.6; Policy 9 and Policy Standards 9.1 – 9.5; Policy 10 and Policy Standards 10.1 – 10.5; Policy 11 and Policy Standard 11.1 – 11.2; and Policy 13 and Policy Standards 13.1 – 13.5, (with the exception of the second explanation bullet in Policy Standard 13.4 that states “liquefied natural gas facilities must be safely sited and operated,” which was not approved by OCRM for federal agency consistency review purposes only). Other changes to the State's enforceable policies based on the Village of Dobbs Ferry LWRP are essentially the same as those found in State Law under 19 NYCRR, Part 600.5., unless the State Policy was found to be not applicable to the Village of Dobbs Ferry. In addition, OCRM has concurred on the minor modification to the existing State Coastal Area Boundary as identified in the Village of Dobbs Ferry LWRP, as follows: Extend the eastern boundary so that it runs south along the Village of Dobbs Ferry/Village of Ardsley boundary line to the northern boundary of the Village of Hastings-on-Hudson.
Pursuant to the New York State Coastal Management Program and Article 42 of the New York State Executive Law, the Village of Dobbs Ferry LWRP was adopted by the Village Board by resolution on August 9, 2005 and approved by the New York State Secretary of State on October 30, 2006
Federal consistency with the Village of Dobbs Ferry LWRP applies as of the date of this notice.
