The New York State Department of Health AIDS Institute Office of the Medical Director announces the release of a Request for Applications (RFA) to award funds for the Clinical Education Initiative (CEI). Six CEI centers will be funded under this initiative:
Center A: The Clinical Education Center for Upstate Providers will implement a general HIV educational program for clinical providers in specified upstate counties. This center will also manage the state-wide clinical consultation line (CEI-Line).
Center B: The Post-Exposure Prophylaxis, Testing and Diagnosis Center will develop an educational program for providers based in non-HIV primary care settings where the implementation of post-exposure prophylaxis, diagnosis of acute HIV infection, and expanded HIV testing occur. This center will also operate a state-wide Post-Exposure Prophylaxis consultative support line (PEP-Line).
Center C: The Prevention and Substance Use Center will develop curriculum and train providers to assess and manage behavioral issues related to substance use and prevention of HIV transmission.
Center D: The Mental Health Center will provide trainings for primary care providers in the identification and management of mental health disorders in patients with HIV.
Center E: The Technology Center will develop multi-media educational materials for clinical providers and educators to access on the HIV Guidelines website.
Center F: The Resource, Referral an Evaluation Center will serve as a central repository of information for HIV education and training opportunities throughout New York State. The center will also develop and coordinate the evaluation activities for all CEI-funded centers.
Applications will be accepted from Designated AIDS Centers, academic medical centers, or certified HIV Special Needs Plans (SNPs). Applications from non-profit community-based and professional organizations will also be accepted for Center F only. Applicants must be located in New York State.

LICENSED HEALTH CARE PROVIDERS
Refugee Health Program
The New York State Department of Health (NYSDOH) Refugee Health Program announces the opportunity for qualified licensed health care providers/agencies located throughout New York State (exclusive of New York City) to provide refugee health assessments and initial adult vaccinations to new refugee arrivals to the State. The refugee health assessment is designed to promptly identify refugees with health conditions of personal and public health concern; to introduce refugees into the US health care system; to ensure refugees receive ongoing care and appropriate follow up for identified problems by referrals to primary and specialty care providers; and to initiate vaccines required for refugees to adjust their status for permanent residency. The refugee health assessment consists of a set of basic screening components designed to identify health issues typically found in refugee populations. Assessments, completed according to the required protocol, will be reimbursed at an all-inclusive per capita rate of $286.74 (upstate) or $294.64 (downstate, which includes Nassau, Suffolk and Westchester counties). Initial vaccines for adults will be reimbursed at a maximum of $208.00 per person, where those vaccines were administered during a reimbursable health assessment and actual cost of the vaccines is documented. The program is supported by an annual allocation of Refugee Medical Assistance funds awarded by the Federal Office of Refugee Resettlement through the New York State Office of Temporary and Disability Assistance. The total allocation for budget year March 31, 2008 to March 30, 2009 is expected to be $690,849. In the event funds for the budget year are exhausted, a limit may be placed on the number of health assessments to be provided.
Health care providers/agencies interested in participating in the Program must complete and submit the NYSDOH Refugee Medical Assistance Program application, meet the requirements described therein, and be approved for enrollment. An applicant must be a licensed health care provider (i.e., physician, nurse practitioner, community health center, county health department or clinic); must demonstrate clinical experience and staffing capacity necessary to provide health screenings in accordance with established protocols; must employ bilingual staff or provide interpreter services to overcome language barriers to care; and must demonstrate established linkages to services, whether on site or by referral, to primary care, specialty care, and mental health services. Experience with the health and mental health needs of refugees, asylees, and victims of trafficking, and in conjunction with office/clinic location accessible to refugees and refugee service agencies is desirable.
Applications are accepted on a continuous basis. The Program operates on a five-year contract cycle from March 31, 2005 to March 30, 2010. Contracts can be awarded to approved applicants at any time during this period, and will be in effect for the remainder of the five-year contract cycle, contingent on provider performance and availability of federal RMA funding.

COALITIONS OF ELIGIBLE PUBLIC SAFETY ORGANIZATIONS REPRESENTING MULTIPLE JURISDICTIONS AND MULTIPLE DISCIPLINES
Public Safety Interoparable Communications Grant Program
The purpose of this request for grant applications is to invite eligible public safety organizations to apply for grant funds under the federal Public Safety Interoperable Communications Grant Program. Grants will be awarded to cover planning and coordination efforts, acquisition related costs, deployment costs, operation and maintenance costs and training costs as described in the request for grants document.
ELIGIBLE RECIPIENTS: Due to the limited funds available applications will only be accepted from coalitions of eligible public safety organizations representing multiple jurisdictions and multiple disciplines (this includes local government public safety agencies that may include tribal government entities or nongovernmental organizations authorized by such entities, whose sole or principal purpose is to protect safety of life, health or property).
The coalition must identify the lead agency responsible for grant administration as that entity will be the designated grantee responsible for all interactions with the grant program administrator.

Elderly Asian Women Suicide Prevention Public Awareness Campaign
The New York State Office of Mental Health (OMH) is pleased to announce the availability of funds to support a public awareness and education campaign that will be specifically focused on suicide prevention among Elderly Asian women. The primary purposes of the funding are to:
1. Develop public awareness and education campaigns, targeted at elderly Asian women, on how to identify mental health needs and how to access services, ensuring that this campaign addresses the links between the target populations with their families, community and primary care system, according to their cultural values, via their preferred media and community sources of information.
2. Coordinate the public awareness and education campaigns in partnership with agencies with demonstrated ability and/or experience and performance conducting public health education and mental health awareness campaigns in the Asian communities, in their preferred languages and ways of communication, to the East Asian, South Asian, Southeast Asian, and Pacific Islander communities, including mental health providers, community based organizations, referral services and hotlines, religious organizations, advocacy and consumers groups, and the Asian media.

It is anticipated that there will be multiple awards that in total deliver a comprehensive program across the entire state. Because this is the expectation, responders are encouraged to submit more than one proposal if they desire to do so. The maximum award will be $150,000.The total value of all contract awards is expected to be approximately $425,000.
ELIGIBLE APPLICANTS: Organizations with demonstrated experience and/or ability in outreach to the target population. The organizations may be designated as not-for-profit or for profit. Any eligible applicant must be fiscally viable. Organization character and competence will be assessed. State operated programs are not eligible to respond to this RFP.

Agencies interested in responding to the Request for Proposal must submit a Letter of Intent to Bid to the Issuing Officer at the address listed below. The Letter of Intent shall be non-binding. Repetitive Food Claims Program F4 2008
The State Emergency Management Office (SEMO) Mitigation Section is requesting a Letter of Intent (LOI) followed by a detailed project application for Repetitive Flood Claims (RFC) Program FY 2008. Funds will be used to support eligible mitigation measures that include: acquiring insured properties that have one or more claim payments for flood damage and demolishing or relocating structures; elevating structures; dry flood proofing of non-residential structures; and minor localized flood control projects. Please note: Applicants eligible for project grants include those that have a FEMA-approved and adopted multi-hazard mitigation plan in place by January 31, 2008. LOIs will be accepted through November 21, 2007 and must be submitted by State-level agencies, Federally-recognized Indian Tribal governments, local governments to include counties, towns, villages and cities, state-recognized Indian tribes, and public colleges and universities. Private colleges and universities and non-profit organizations are not eligible sub-applicants; however, eligible sub-applicants such as local governments may apply for assistance on their behalf. Once the proposed mitigation activity is determined to meet eligibility criteria, applicants will receive an access ID code and be prompted to register on the eGrants system and begin the application process.
