Conservation/Preservation of Library Materials
Projects that contribute to the preservation of significant research materials in libraries, archives, historical societies and other agencies in New York State, whether by conducting surveys, improving collection storage environments, reformatting or treating collections or other preservation activities described in the program guidelines.
Applications must be received in the Conservation/Preservation office by 5:00 pm, December 7, 2007 for projects that meet the eligibility requirements. Applications received after 5:00 pm December 7, 2007 will be ineligible. A total of $500,000 is available for Conservation/ Preservation of library research materials. Grants will be available in amounts from $1,500 to $30,000.
The New York State Library, New York State Program for the Conservation and Preservation of Library Research Materials, provided applications and guidelines to all requesting institutions and individuals in New York State. Welcome Baby! Universal Prenatal and Postpartum Home Visiting Program
Applications will be accepted through 4:00PM February 8, 2008 for two categories:
Component A — Outreach to and identification of pregnant women and postpartum women by public health nurses to assess their risk and provide home visits in order to screen those women for eligibility for comprehensive home visiting programs, provide basic health education and referrals to needed services.
Component B — Curriculum development and training of professional and paraprofessional home visiting staff on topics such as community outreach, cultural competence, interviewing techniques, communication, assessment skills, basic health information, pregnancy, and other topics that will support the effectiveness of the universal home visiting program on the local level.
Applicants may apply for one or both categories if eligible. A non-mandatory tele-conference will be held on December 19, 2007. The grant is for the period April 1, 2008 – June 30, 2009, with annual renewals of up to two additional years thereafter, contingent on program performance and availability of funds.

The New York State Office of Mental Retardation and Developmental Disabilities (OMRDD) through the regional office of Hudson Valley DDSO announces the availability of $656,000 to provide Family Support Services to individuals who have a developmental disability and reside at home with natural families. Particular interest is in proposals that provide access to family supports either by creating new programs or by enhancing existing programs for services to families in the area of crisis intervention and for individuals with behavioral challenges. The services covered in this RFP are targeted to four counties, as follows: Rockland, Orange, Sullivan and Westchester. Family Support Services is a family directed, statewide system of comprehensive services, which enhance a family's ability to provide care to their family member with a developmental disability. Developmental Disabilities include Mental Retardation, Cerebral Palsy, Epilepsy, Autism, Neurological Impairment and Familial Dysautonomia. Types of services include but are not limited to: in-home and out-of-home respite; after school, after day program and school vacation respite/recreation; and evening and weekend recreation, all ages; parent caregiver and emergency response personnel training; Crisis Intervention; Non Medicaid Services Coordination; Exercise and social skills training; Each county has set priorities which are itemized in the RFP for that county. The funding is allocated among the four counties as follows:
Rockland, Orange and Sullivan Counties: $288,640
Westchester County: $367,360

Local Waterfront Revitalization Program Grants
REVISED NOTICE TO PROVIDE A NEW DATE BY WHICH APPLICATIONS MUST BE RECEIVED
The Department of State is soliciting applications from local governments for matching grants available under Title 11 of the Environmental Protection Fund (EPF) for local waterfront revitalization projects. Grant applications must be received (NOT POSTMARKED) by the Department of State no later than 4:00 pm on December 7, 2007 for the following purposes:
Visioning and development of local or regional revitalization strategies
Completing or implementing a Local or Regional Waterfront Revitalization Program
Preparing or implementing a local or regional waterbody management plan
Downtown and hamlet revitalization
Urban waterfront redevelopment
Creating a Blueway Trail
Interpreting Waterfront Resources — New York State Coastal Resources Interpretive Program
Eligible applicants include municipalities (cities, towns, and villages) located within the State Coastal Area or along a major inland waterway designated pursuant to Executive Law, Article 42.
Grants will be available for up to 50% of the total eligible project costs set forth in the application and as approved by the Department.

STATE-LEVEL AGENCIES, FEDERALLY-RECOGNIZED INDIAN TRIBAL GOVERNMENTS AND LOCAL GOVERNMENTS
FEMA Pre-Disaster Mitigation (PDM) Competitive Grant Program FY 2008
The State Emergency Management Office (SEMO) Mitigation Branch is requesting a Letter of Intent (LOI) followed by a detailed project application for FEMA Pre-Disaster Mitigation (PDM) competitive grant program FY 2008. Funds will be used to support eligible mitigation measures that include planning initiatives and construction activity that will result in protection from future hazards; retrofitting of facilities; property acquisition or relocation; and other types of projects that will result in the protection of people and public or private property. Please note: Applicants eligible for project grants include those that have a FEMA-approved and adopted multi-hazard mitigation plan in place by January 31, 2008. LOIs will be accepted through November 21, 2007 and must be submitted by State-level agencies, Federally-recognized Indian Tribal governments, local governments to include counties, towns, villages and cities, state-recognized Indian tribes, and public colleges and universities. Private colleges and universities and non-profit organizations are not eligible sub-applicants; however, eligible sub-applicant such as local governments may apply for assistance on their behalf. Applications must be received at SEMO by December 31, 2007 to allow adequate time to review applications, recommend necessary revisions and additions, and convene an impartial review board to rate and rank the applications. Development, completion and submission of applications will be performed through the FEMA's web-based Mitigation Electronic Grants (eGrants) Management System, which is accessed at: http://www.fema.gov/government/grant/egrants.shtm. Once the proposed mitigation activity is determined to meet eligibility criteria, applicants will received an access ID code and be prompted to register on the eGrants system and begin the application process.

Family Support Services Funds
The Western New York Developmental Disabilities Services Office (DDSO) is accepting proposals for Family Support Services (FSS). These funds are available to develop new or expanded Family Support Services in the Western New York counties of Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Niagara and Orleans. Family Support Services are made available through the NYS Office of Mental Retardation and Developmental Disabilities (OMRDD) to assist families who are caring at home for a family member with a developmental disability. Providers of Family Support Services under OMRDD must comply with all applicable NYS OMRDD regulations and Family Support Services Guidelines.
Up to $675,000 (annualized amount) is available at this time. At least 25% of this amount will be awarded to provide access to family supports either by creating new programs or by enhancing existing programs for services to families in the area of crisis intervention and for individuals with challenging behaviors. For the purposes of this RFP, challenging behaviors will be defined as behaviors that could result in significant harm to the individual or others, and behaviors which substantively jeopardize the family's ability to provide continued care in their home. Successful candidates for this portion of the funding must demonstrate the ability to effectively serve individuals who have developmental disabilities and challenging behaviors, and the ability to document that the persons they serve meet the qualifying criteria defined above. Separate documentation will be required on a quarterly basis.

Special consideration will be given to proposals that are based on individualized and person centered services.
Anticipated program start-up for successful applicants will be April 18, 2008. First year funding will be pro-rated based upon program start date. This contract may continue for up to five years, contingent upon satisfactory contractor performance and continued availability of state and federal funds. OMRDD reserves the right to award a lesser amount to best serve the interests of the State of New York.
