PUBLIC NOTICE
Town of North Hempstead Notice of Issuance of a Request for Proposals
Please take notice that the Town of North Hempstead through the Town of North Hempstead Solid Waste Management Authority (the “Authority”) shall make available at the Authority's offices located at 802 West Shore Road, Port Washington, New York a draft request for proposals pursuant to Section 120-w of the New York State General Municipal Law to solicit information for the preparation of a final request for proposals for transfer station operation and maintenance, and solid waste transport, recycling and disposal starting May 1, 2010 (“DRFP”). Copies of the DRFP shall be available to prospective proposers on and after September 12, 2007 for a NON-REFUNDABLE fee of $75.00, payable by cash, check or money order to the North Hempstead Solid Waste Management Authority. Proposers are requested to register with the Authority in order to receive all relevant communications and addenda concerning the DRFP. A copy of the DRFP will be filed with the Town Clerk, and additional copies will be made available to the general public free of charge, but no assurance can be given that further communications or addenda will be available to a recipient absent registration and payment of the fee.
In this DRFP, the Authority seeks proposals for the operation and maintenance of its transfer station, and for the loading, transportation, recycling and disposal of the Authority's solid waste and recyclables for a term commencing on May 1, 2010 and extending for a term of 10 years with three five-year renewal options. Proposers will be responsible for the operation and maintenance of the transfer station located at 999 West Shore Road in Roslyn, New York with the exception of the scale, scalehouse and former shredder/baler building (old incinerator building), including operating, maintaining, and repairing all equipment, including rolling stock and containers necessary for the safe and efficient operation of the transfer station. The current New York State Department of Environmental Conservation permit limit for solid waste and recyclables for the transfer station is 1,090 tons per day. Proposers will be required to provide hauling services for all solid waste and recyclables delivered to the facility. Proposers will also be required to process and market all recyclables delivered to the facility. Proposers will be required to furnish all labor, insurance, bonds and equipment necessary to perform the contract services.
Written comments on the DRFP will be accepted by the Authority through November 13, 2007, unless otherwise extended. Comments should be directed to Michael P. Engelmann, Executive Director, Town of North Hempstead Solid Waste Management Authority, 802 West Shore Road, Port Washington, New York 11050. A Comments Conference for proposers and the general public will be held on October 24, 2007 at the Authority Conference Room located at 802 West Shore Road, Port Washington, New York 11050 at 10:30 a.m. for the purpose of providing proposers with an opportunity to raise questions and make suggestions regarding the DRFP. The Authority's transfer station will be available for inspection on the day of the Comments Conference and a tour will be conducted immediately following the Conference. Attendance at the Comments Conference is recommended, but not mandatory. The Authority will issue a Final Request for Proposals no earlier than ten days after the close of the comment period.
The Authority reserves the right to reject and declare invalid any or all proposals and to waive any informalities or irregularities in the proposals received, all in the best interests of the Authority.
